Photo Gallery Software Online

Can anyone recommend tag-organized photo gallery freeware?
Setup:
-Windows 7 Pro x64
-2GB RAM
-1GB Nvidia GTS 450 video card
I’m looking for software to organize a large photo collection. The catch is that I want to be able to organize by tags, so I can select one or more tags and only get pictures I tagged as such.
My restrictions on suggestions:
-Must be free, 7-compatible software
-Must support jpg/jpeg/gif/bmp/png, the more formats the better, those five REQUIRED
-Must be completely computer-side and private, no online galleries or cloud programs
-Must be fairly portable, if I ever need to move the gallery to another computer.
-Must run reasonably fast, no fifteen-second load times or annoying response lag.
Any ideas? 
Try Picasa it’s owned by Google (No suprise there) you can upload if you want but it is a standalone program. You can move your photos all over within your computer and it’s FREE.
