In order to avail of larger data storage space, in which many of the photo hosting sites offer unlimited space, one has to pay a monthly or yearly fee. This is the marketing strategy that these sites employ. Also, proving unlimited storage capacity would require the site to have a very large amount of storage resource which is not without cost. These costs cannot be covered by what the sites get from the advertisements they run in their site.
