What’s a good platform for creating an interactive picture book?

I want to compose a digital scrapbook/picture book online and I’m looking for a website that hosts this kind of content. All the scrapbook and photo album sites I’ve found will allow you to make your pages online (I want to make mine offline and simply upload it as a jpeg file). I’m looking for something that has a straightforward interface similar to flickr and allows the public to view and comment on it.
